A dealing desk is a team at a broker that manages the broker’s own risk. At some brokers it can also intervene in client orders: requoting prices, widening spreads at its discretion or rejecting orders. Whether a dealing desk can touch your order depends on the broker’s execution policy.
GCC Brokers operates a dealing desk to monitor markets and liquidity providers and to manage its own risk, but it does not intervene in the execution of your orders: execution is automatic, with no requotes.
